PCB-Impacted Soil and Concrete Removal

RED provided soil and concrete remediation and transportation and disposal services to facilitate the self-implementation cleanup of PCB remediation waste (40 CFR 761.61(a)) under the Toxic Substances Control Act (TSCA) for an active manufacturing facility located in South Windsor, Connecticut. 


RED excavated and removed TSCA PCB concrete and soil from inside an active manufacturing facility.  The remediation area was fully enclosed with 6-MIL fire-retardant polyethylene sheeting and operations were conducted under negative-pressure using a series of blowers and fans exhausting through the facility roof.  Remediation activities included the removal of a concrete floor, the excavation of soils to eight (8) feet below ground surface, and the scarification of a concrete monolith (former location of a PCB-containing hydraulic lift).


Approximately 50 tons of TSCA PCB soils were transported off site for disposal at Chemical Waste Management, Inc.  located in Emelle, AL (Emelle).  Additionally, RED performed waste characterization sampling per Emelle requirements and facilitated the waste approval process. The excavation area was subsequently backfilled and the concrete floor was repaired to pre-existing conditions.
